why?
Facial tissue is short-fiber paper carrying a light dose of wet-strength resin — the reason a tissue holds together when wet and should never be flushed — but that binder is a trace additive rather than a plastic film, so cellulose-eating bacteria and fungi still pull a damp wad apart inside a month at 130°F. Cold and flu viruses riding along are fragile: they need living cells to replicate and die off within hours on a drying surface.
